When Atlantis was under attack, the crystal chose the queen to be the protector of the central city of Atlantis as the crystal only chooses the hosts who are of royal blood. This hints that king was either a commoner or a noble of lower class since he wasn't chosen by the crystal and the queen is a pure member of the royal family.
